-tu must be a nominal suffix: ulat - speak; ulattu - speech. My guess is that -tai may not be 2pl. -tai is suffixed to a noun (shattu, probably freedom or a verbal noun, freeing; the verb free being shat); perhaps it's some kind of locative suffix that has the force of an imperative. Padraic.
