Actually, I hear Japanese almost everyday, and "sh" is certainly [S]. I don't remember reading people claiming it was [s\]. If I had, I would have strongly complained. "shi" is clearly [Si], there's no doubt about it. Maybe some Japanese dialects have it different, but all the Japanese people I've heard so far have a very clear [S].
