Announcing the all-new LOCL for QBasic! Yes, you can have your very own
Lexical Organizer for Constructed Languages today! It features an easy
user interface that allows you to create, modify, and browse entries
easily, though you can also use your favorite plain-text editor to
manually add entries.

Well, I won't claim that this system is currently better than MS Excel,
but it will be, eventually. Perhaps some people would like to try it and
offer complaints to me, and I can fix it. I can make it better, stronger,
slower.

If you know QBasic, then forgive my programming style. You're free to
modify, redistribute, anything you want. It's basically public domain.
