Regardless of the proportion of grammar vs vocabulary differences, a
"dialect" is characterized by the existence of such differences. An
"accent" connotes the same grammar and vocabulary as whatever standard
is being used, but with a different phonology.
Thus, from the perspective of an RP speaker, I have a strong American
accent, and vice versa, even when, say, reading something in Formal
Written English.
