Characters on the list (was: deep flutes)

For our purposes, there are three relevant character sets, each of which is
a superset of the one before:  ASCII > ISO Latin-1 > Windows 1252.

ASCII doesn't include any accents, but everyone understands it.

Latin-1 includes acute, grave, circumflex, diaeresis/umlaut, and
a few tilde accents, and almost everyone understands it; it also contains
some extra letters, namely ae-ligature, German sharp-S, thorn, and eth.
Vanilla Mac's can't handle thorn or eth.

Windows 1252 handles all of these, plus oe-ligature, s and z with caron/hacek,
directional quotation marks, and a bunch of extra symbols,
but only Windows boxes understand it in full.

All this is subject to change for people who use Eastern European or
Turkish or Esperanto or .... character sets, but it covers most of the
traffic on conlang.
