Concise Oxford saith:
_blue(2)_ /blu:/ v.tr. (blues, blued, bluing or blueing) *Brit. slang*
Squander (money) [Perhaps variant of BLOW(1)]
(Blow(2)="a hard strick with a hand or weapon" etc)
The eytmology doesn't really convice me, though.
Also, I'd be very baffled to see that form "bluing" in print.
