Idle challenge: Babel Text with fewest roots

I was just reading about Adam Walker's q~'u^pl! language --
http://www.geocities.com/Athens/4745/gram.html -- and was surprised that it
only had 28 words in its dictionary yet had a Babel Text.

Can anyone write a legitimate Babel Text using fewer than 28 roots?

No, I'm not looking for something like Chicken --
http://www.langmaker.com/db/mdl_chicken.htm -- but a "real" conlang that for
whatever reason can translate the Babel Text using fewer roots.
