I think he meant 'registering' peoples opinions, like, making huge databases
from where you can check on your employees so you don't have any communists,
socialists, etc. employed. A way to avoid McCarthyistic trends, but this law
hasn't stopped SÄPO ('SÄkerhetsPOlisen', the police of safety) from doing
precisely that.
(Disclaimer: my knowledge about this is limited to Swedish media in Finland,
so I might be wrong)
