Not necesarily. Paucal means you can tell appart the individuals because they are few. Paucal is usually used when individuals are present, but is not necesarily inclusive. Plural is used when individuals are too many so individuals are not important or you can't tell them appart. Plural is sometimes used when many individuals are not present. People listening is not necesarily second person.
